Local 78 June 2021 Virtual Membership Meeting

I want to talk to you about a new benefit that Local 78 is establishing for its members. "There has been some confusion and misinformation circulating since we made an announcement at the last month’s membership meeting. So here are the facts, straightforward and direct, regarding the legal services benefit for Local 78 members. "Local 78 has retained the services of the law firm of Karasyk and Moschella to perform legal services for the membership. The benefit is available to the following members of the Local 78: Active members with a minimum 500 hours per year work in the industry. What that exactly means—if you work 500 hours from the period of November 1st, 2019 to October 31st, 2020, you would be eligible for this benefit for entire 2021. Active retirees, meaning that if you are receiving pension from the Mason Tenders District Council and you paid up with the dues, you also would be available for this benefits. Executive Board members and officers and employees of Local 78 and the geographical restriction includes the five boroughs of New York City, Nassau, Suffolk, Westchester counties in New York State; and Bergen, Union, Essex, Hudson, Morris, Passaic and Warren counties in New Jersey. Site Safety Training (SST) Update

Beginning March 1, 2021, all New York City construction workers will be required to have a Site Safety Training (SST) card to continue to work. Put simply, SST=Work. There are various ways that you can earn your SST card between now and March 1, as laid out on the NYC.gov SST card page— https://www1.nyc.gov/site/buildings/safety/sst-worker-information.page —but the easiest way to do so is to utilize Option 1: Take a 30-Hour OSHA class; Take an 8-Hour Fall Prevention class; and Take a 2-Hour Drug and Alcohol Awareness class. All of these classes are currently being offered by the Mason Tenders Training Fund— www.mttf.org —and we urge you to sign up to take them as soon as you’re able so you can continue working past March 1, 2021. Together, we can continue to build New York safely and UNION!

Executive Board Dues Changes and Holiday Wishes

Local 78 Asbestos, Lead & Hazardous Waste Laborers Union 11-17 43rd Avenue Long Island City, NY 11101 December 7, 2020   Dear Brothers and Sisters: The Executive board has enacted the following two changes with respect to dues: Apprentice Dues: Given the pandemic’s particularly hard impact upon the number of apprentices and the desire to increase apprenticeship membership, the monthly dues for all apprentice members is reduced to $20 per month. This reduction is effective January 1, 2021. (Monthly dues for regular journeyman and pensioners remain the same.) Extension of January 1 Deadline: Given the December holidays, the January 1, 2021 deadline to pay November 2020 dues to avoid suspension has been extended to January 6, 2021. On behalf of the entire Local 78 Executive Board and staff, Supervisor and Eastern Regional Manager Raymond M. Pocino and Mason Tenders District Council staff, we would like to thank you all for your dedication, perseverance, and bravery during these trying times that we live in. Appointment of Interim Laborers’ Local 78 Deputy Supervisor

MEMORANDUM To:           All Members of Laborers’ Local 78 From:      Raymond M. Pocino Vice President and Eastern Region Manager Copy:      Laborers’ Local 78 Executive Board Subject:  Appointment of Interim Laborers’ Local 78 Deputy Supervisor Date:       November 24, 2020   As most of you have probably heard, Deputy Supervisor Pawel Gruchacz has been stricken with COVID-19 and will be out on sick leave for a period of time. In recent days he has been doing better and we are all looking forward to the time he can return to work in service to all Local 78 members. Please keep him in your prayers. In the meantime, it is important that the work of putting Local 78 back on track continues. For this reason, General President Terry O’Sullivan, on my recommendation, has appointed Fabian Derewiecki as interim Deputy Supervisor, to be in charge of the daily oversight and operations of Local 78, while Pawel recovers. We all ask that you give Fabian your full support during these difficult times. The Supervision of Local 78 is going well. Much has been accomplished, and with your support, each day will bring new progress in making Local 78 the strong, committed Union you deserve. Local 78 Office Hours Change

? ATTENTION MEMBERS:   Due to the recent spike in COVID-19 cases in NYC we are making the following changes to our office hours in an effort to keep everyone safe, while still conducting our regular union business.   Beginning Monday, November 16, 2020, the Local 78 offices will be open for in-person business Monday-Wednesday-Friday, from 8 AM to 5 PM BY APPOINTMENT ONLY. Call 212-227-4803 to schedule an appointment.   ⚠️ WE WILL TURN AWAY UNSCHEDULED WALK-INS. ⚠️ WE ARE NOT ACCEPTING IN-PERSON PAYMENTS.   Members can continue to do business with the local by phone five days a week. Welfare Fund Eligibility Assistance for Active Participants

? IMPORTANT BENEFIT FUND UPDATE ? Local 78 Brothers and Sisters: Due to the COVID-19 work reduction this past spring, the Mason Tenders' District Council Welfare Fund is offering a one-time, up to 300 hours work credit—SOLELY for 2021 health coverage eligibility—to currently covered members. Under this temporary rule, Local 78 members who are currently covered by the Fund but do not meet the eligibility requirement of 1,000 hours of work for health coverage in 2021 would be able to apply this credit to stay covered. In other words, if you only have 700 hours of work for the 2021 coverage eligibility period, this one-time, temporary credit would allow you to remain eligible for health coverage in 2021, despite not having the required 1,000 hours of credit.
